Blood Oath is a card that I've always had a fondness for. I've still got a 460 casual deck that "only works once" with it- -cast Weird Harvest to get enough creatures in an opponent's hand, in the meantime, search out Elvish/Simian Spirit Guides to cast a lethal Blood Oath.

I think it's a viable idea to at least kill one player in an EDH game- -use milling to fill up an opponent's graveyard, then Empty the Catacombs or Soulquake to put the cards into their hands for the lethal Blood Oath. A few other options are Underworld Cerberus or Saprazzan Bailiff (if an opponent is heavy in artifacts or enchantments). All of these cards (and a lot of the "good" milling cards) are Grixis-colored instants and sorceries, which leads me to a deck helmed by Kess, Dissident Mage.

Anyone know of a few other good ways to fill up someone's hand with cards of my choosing (at least, sort of)? Is there a better general to consider for this?

Something to consider would be windfall and wheels. Those cards will fill people's graves as well as act as draw for you. Cyclonic rift et al also seems like it would be good in the deck. Mind's aglow is fun when people don't realize why you are giving them cards.

What about Head Games?

If you gave your opponent lots of cards and threw a very big Head Games, chosing land most likely, you'd get the effect you wanted.

Tough to give them enough cards to win with it though.

Wheels are good. Windfall was the one that I had already considered, but I suppose adding more isn't awful (does get it starting to look a bit like my already-existing Sedris deck, though)...added benefit of being able to cast out of the graveyard with Kess, probably makes it worthwile.

Head Games is pretty awesome. Even if it's not setting up lethal Blood Oaths, it's making all of the Mind Funeral-esque cards better, too.

I waffled a long time over including Sunder into the deck. It's certainly powerful. But I'm not sure that's the sort of play I want it to be able to make, socially.

It's still a toss-up. The first draft of the deck didn't include it. (For what it's worth, it won its inaugural game on the back of Duskmantle Guildmage- -never drew Blood Oath...)

i use sunder as fuel for my Borborygmos Enraged or Seismic Assault in my Kynaios and Tiro of Meletis deck, so a lethal blood oath is very likely as is killing the board after. to be fair i also use mana breach, storm cauldron and Creeping Renaissance.

The fact that sunder puts the cards into people’s hands means it’s a players own fault if they don’t keep enough lands in hand to rebuild, in my opinion.
