I was thinking of a versatile tutor. But can't figure out a cost. I'm looking at Cruel Tutor and thinking 3 might be good. I'm also unsure if a "non-land" qualifier is necessary.

Search target player's library for a card. That player shuffles his or her library and puts that card on top.

I'd say 4.

Or, have some sort of additional cost similar to Cruel Tutor.

1) You're using this to force your opponent to "skip" his/her draw step by giving them a useless card (such as a land later in the game)
2) Or, you're using it to help yourself or an ally to get a card ... that kind of versatility is worth the cost of putting the card on top of the deck (vs in hand with something like Diabolic Tutor)

I think you could cost this at 1BB without a "non-land" qualifier and be fine.

This isn't as brutal as you are making it seem. Fatigue never broke any formats, and it costs only 2 and fully skips a next draw, rather than just turning it into a basic land. I know having extra utility makes a card "worth" more than any of its modes would be worth individually (Rith's Charm, for example), but the fact that it's much weaker individually than either Fatigue or Grim Tutor makes it safe at 1BB. I feel pretty confident it would not break any formats.

Well, it also sets up Extirpate like effects (so you know what to choose). Not sure that would affect CMC very much, but it is a consideration (you basically get a free peak at the deck entore, looking for combos, tricks, etc).

I think 3 mana sorcery is fine in black. Maybe 3 mana instant with 2 life ping.

Compare Fatigue, Cruel Tutor, Praetor's Grasp.

Huh, I think it'd be cooler to stick it on legs. A black riff on Noble Benefactor if you will (one of my favorite multiplayer cards.)

Wall of chat exceeds at using a lot of words to mischaracterize opposing view points.

Then I think it really would need a "non land" clause on it.
