Sek'Kuar specifies "nontoken," but it's still not a bad card for EDH.

The dragon will work best in a Wort deck, where you are already be creating a lot of tokens for conspire purposes.

This is absolutely true; however, I immediately thought of my Sek'kuar deck as well. So you make a devour 2 dragon during your upkeep, sacrifice one or two synergetic critters you run in that deck anyhow, like BoP, Deadwood Treefolk, Woodfal Primus, Goblin Gardener, swing with a few hasty 3/1 guys at a player who swing with too many creatures last turn or isn't dawing into blockers, then sacrifice the tokens to your NEXT devour 2 dragon during the next guy's turn. While it is true Sek'Kuar won't replace that set, he certainly makes this card better. And it isn't like a 4/4 flying Verdant Force for 6 that makes flying tokens is bad in the first place, which is what it is, even if you aren't ever devouring anything.

The dragon Tokens can devour eachother. So in a large multiplayer game you could make a very large dragon, a few medium dragons, or a bunch of mosquitoes. Pick your choice.

These seem ridiculous in combination with other similar cards, including the lieges.

Creakwood liege pumps out g/b token, so they'll be 5/5 with the knight
The dragon token will be 3/3 with the knight in play, without devouring
throwing in a algae gherial or hissing iguanar lets you build your guys or ping your opponents every upkeep too, the interaction is limitless
